The Settlers: New Allies is built using Ubisoft's Snowdrop Engine, and will utilise the DirectX 11 API on PC. If you have a mid-range PC that was built in 2015 or later, your PC is probably ready for The Settlers: New Allies. Ubisoft's recommended GPUs, Nvidia's GTX 970 and AMD's RX 470 are also not that high-end by today's standards, which is great news for PC gamers with more modest hardware. In fact, pretty much all relatively modern gaming PCs should be able to run this game, with Ubisoft listing Nvidia's GTX 950 2GB (a low-end GPU from 2015) as the game's minimum graphics card. The good news is that Ubisoft's latest incarnation of The Settlers will not require absurdly powerful hardware to run. The Settlers: New Allies is coming to PC on February 17th though Ubisoft Connect and the Epic Games Store, and Ubisoft has finally revealed the hardware that you will need to run the game.
